A Leader Who Has Served Before, Ready to Serve Again.
Retired Lieutenant Colonel Terry G. Owens is a proud veteran, proven leader, and dedicated public servant. A native of Newport News, Virginia, Terry served with distinction for over 30 years in the U.S. Army Medical Department (AMEDD), including three years as an enlisted Soldier in the Army Reserves as a Combat Medic. Throughout her career, she earned a reputation for integrity, character, and excellence, taking on critical assignments at home and abroad.
Her leadership journey includes service as AMEDD Policy & Programs Integration Officer at Army Human Resources Command, Fort Knox, where she worked to ensure policy compliance and streamline officer recruitment and accession processes. She also served as Troop Commander and Chief of Military Personnel at Ireland Army Community Hospital, where she helped manage a $20 million operating facility during the Global War on Terrorism. Terry’s career further took her to Afghanistan as Deputy Chief of Staff Personnel (G1) of the 30th Medical Command, where she skillfully led personnel support for a joint medical task force across Afghanistan, Europe, and Africa.
In addition to her military service, Terry has deployed to Bosnia-Herzegovina and led diverse teams across multiple commands. Her record reflects decades of experience in human resource management, training and development, and managing major programs from inception to completion.
Following retirement, Terry continued her commitment to public service right here at home. She served four consecutive years as a City Councilwoman in Radcliff, Kentucky, where she worked to strengthen community relationships, advocate for residents, and address the needs of Hardin County families.
She is also the President and CEO of the Courtney Owens Educational Foundation, Inc., a nonprofit founded in 2005 dedicated to making higher education accessible to students through merit- and need-based support.
Her extensive education includes a B.A. in Biology and an M.A. in Elementary Education from Hampton University, an M.A. in Public Administration from American Public University Systems, and current doctoral studies in Educational Leadership at Western Kentucky University. She has also completed advanced military education including the Command and General Staff College, Lean Six Sigma Green Belt, and multiple specialized Army medical and leadership programs.
Her service has been recognized with numerous awards and decorations, including the Legion of Merit, Bronze Star Medal, Combat Action Badge, and induction into the Army Medical Department Order of Military Medical Merit.
Beyond her professional achievements, Terry is active in multiple civic and professional organizations, including Alpha Kappa Alpha Sorority, Inc., the Hardin County Democratic Woman’s Club, the Louisville Urban League, and the NAACP. She is also a longtime community volunteer, devoting countless hours to programs that uplift youth and families.
Married to her high school sweetheart, Raymond L. Owens, Jr., since 1986, Terry is the proud mother of one daughter, Courtney, a Western Kentucky University graduate. In her free time, she enjoys jogging, reading, and community advocacy.
Now, drawing on her decades of leadership, military service, and local government experience, Terry Owens is seeking election as the next Mayor of Radcliff — ready to continue her lifelong mission of service, integrity, and dedication to the people.
